Rules for weighbridge weighing

Liverpool
1. Weighing to be completed within 14 running days of final discharge of the parcel ex-ship at an average minimum quantity of 25 tonnes per day, otherwise Sellers have the right to claim bill of lading weight final on the whole parcel.
2. Cargo at time of lading must be scrutinised as to mark when giving direct delivery ex-ship's rail to Buyers vehicles or when stowing back in piles for later delivery; taking out bags of a different mark/commodity in order that piles are accurate in this respect.
3. In delivery to vehicles, begs must be tallied by the Master Porter and again scrutiny is required in case some packages of the wrong mark have escaped through.
4. Master Porters must ensure that only sound and properly repaired original bags are loaded to vehicles when giving direct delivery from ship's rail or from piles in shed.
5. Only goods represented by one bill of lading or delivery order ex-vessel concerned to be loaded on same vehicle. Goods appertaining to other interests not to be included in that load.
6. All original bags to be delivered separately from other parcels discharged from the same vessel or from any previous or subsequent vessels in order to avoid possible mixing.
Ship's loose - and "pile sweepings" - to be bagged, clearly marked and not weighed with original begs but to be weighed and delivered separately.
Also - torn, leaking, slack bags not to be loaded to same vehicle as the sound and intact.
7. When taring, drivers must obtain a docket from the weighbridge weigher showing the tare. This docket must be handed to the Master Porter, otherwise the vehicle must not be loaded. In exchange, the Master Porter will hand the driver a docket, showing the number of bags and commodity loaded, together with Tare/Mark/Vessel's Name/Receiver's Name. In turn, the driver will hand this docket to the weigher so that he may enter the details in his records.
8. Taring of vehicles to be affected immediately on entering the docks prior to loading. No objection to any type of vehicle providing the front and back axles rest fully on the weighbridge; articulated vehicles must fully rest on the platform. Vehicles to weigh in for tare and weight out gross on the same day and over the same MD and HB road weighbridge which will be that nearest practicable on the ship/shed from which the load will be collected.
9. Master Porters to note the registration number of the collecting vehicles.
10. A Police Pass allowing the vehicle to leave the dock estate must not be issued to the driver until the Master Porter is satisfied that gross weighing and taring have been performed.
11. If a large tonnage is involved the Weighbridge Master should be instructed by the Master Porter of the latter's requirements and liaise in such a manner as to ensure that the weighbridge weight tickets or cargo sheets show the necessary identifying details.
12. Access to the machine offices to be permitted to Shippers' superintendents when the machines are being balanced and also when the vehicles concerned with their cargo interests are being tared or gross weighed.
13. Buyers will make arrangements for Shippers' Representatives to receive duplicates of the total outturn weight for each consignment as recorded by the MD and HB.
14. Any additional expenses (overtime) resulting from the above incurred outside the customary port hours (Monday/Friday, 8 a.m./5 p.m.) to be for account of Receivers.
Manchester

Glasgow
1. These Rules apply to all goods sold on GAFTA contracts specifying Weighbridge Weighing at Glasgow.
2. Taring of vehicles shall be effected immediately on entry into the Glasgow Docks area over a Clyde Port Authority weighbridge prior to loading, and vehicles shall weigh out gross over the same weighbridge. Cargo uplifted at Mavisbank Quay and Springfield Quay to be weighed over Clyde Port Authority weighbridge at Prince's Dock. No objection shall be made to any type of vehicle, always provided the front and back axles of the vehicle fully rest on the weighbridge platform.
3. All original bags shall be delivered separately from any other parcel discharged from the same vessel or any previous or subsequent vessel(s), unless the vehicle is tared and grossed over the same weighbridge after loading each commodity.
4. All loose must be bagged in branded bags for ease of identification from original bags and weighed at even weights of 140 Ibs. nett per bag. The mouths of these begs must be ~Dolly Tied.. The number of these bags must be noted on the driver's ticket.
In order to establish the average weight of the sound and intact original bags, these must be counted and as far as possible kept` separate from the slack, torn and resewn begs on delivery to vehicles.
5. The weight of the sound and intact bags of each parcel and of each commodity separately shall be taken as representing the basis of the average outturn weight per bag of that parcel. The anticipated weight of the total number of bags delivered may than be calculated. Loose collected in even weight bags may be delivered together with original begs provided that at all times proper precautions are taken to ensure that these bags will be easily and accurately identifiable by The Clyde Port Authority weighbridge weigher and the Shipper/Receivers' Representatives. Any quantity of loose collected delivered with original begs should be at all times shown correctly on the driver's receipt from the Master Porter together with number of original bags uplifted.
Where the amount of unidentifiable loose is greater than the overall shortage on the parcel of the same
commodity delivered from individual stowages, such loose shall be apportioned pro rata to the bill of lading quantities.
6. Sellers' and Buyers' superintendents shall give reasonable assistance in the allocation of loose.
7. All bags short delivered 'ex ship shall be calculated on the bill of lading weight of such bags.
8. The number of bags loaded together with the Mark and the Vessel's Name shall be recorded at all times on the docket issued to the vehicle driver so that the weighbridge weigher receives full details of the number of bags and commodity uplifted on any specific vessel.
9. Part loads of more than one commodity or similar commodity shall not be allowed unless the vehicle is tared and grossed over the same weighbridge after loading each commodity.
10. Buyers shall make arrangements for shippers' representatives to receive duplicate weight tickets for each vehicle weighing as recorded by The Clyde Port Authority.
11. Any additional expenses incurred outside the customary hours, Monday to Friday, 8 a.m. to 5 p.m., shall be for the account of the receivers and to be calculated at the current rates of overtime.
12. This agreement will commence with arrivals at Glasgow on and after 1st September 1970.
Avonmouth
1. These Rules apply to all goods sold on GAFTA contracts specifying Weighbridge Weighing at Avonmouth.
2. The cleaning of trucks shall be carried out by The Port of Bristol Authority prior to taring.
3. Taring and weighing of BD and BR trucks shall normally be carried out within one business day prior to loading: every effort shall be made to keep trucks dry after taring. All wagons must be uncoupled, stationary and freestanding. For the purpose of supervision The Port of Bristol Authority shall keep Shippers' Representatives informed of the proposed time for taring and weighing. Shippers' Representatives shall keep The Port of Bristol Authority informed about their interest in incoming cargoes.
4. The weighbridges used shall be the authorised weighbridges within The Port of Bristol Authority Avonmouth dock estate.
5. A Deadweight Test of Weighbridges shall be carried out when required by Shippers without charge to them, and either party to the contract may request taring of sheets at his own expense. Trucks shall be sheeted after loading ex-ship.
6. Sellers' and Buyers' Representatives shall give reasonable assistance in the allocation of loose.
7. Road Vehicles.
Taring of vehicles shall be effected immediately on entry into The Port of Bristol Authority Avonmouth dock estate over an authorised weighbridge prior to loading, and vehicles shall weigh out gross over the same weighbridge, unless mutually agreed by the superintendents of both parties. No objection shall be made to any type of vehicle, provided that the front and back axles of the vehicle fully rest on the weighbridge platform.
If trailers are used they must be disconnected from their cabs while on the weighbridge.
The grossing of the vehicle shall normally take place within one business day of loading.
8. The weight of any bags short delivered ex-ship shall be calculated on the bill of lading weight of such bags.
9. The number of bags loaded together with the Mark and the Vessel's Name shall be recorded at all times on the tally issued to the vehicle driver so that the weighbridge weigher receives full details of the number of bags and commodity uplifted from any specific vessel.
10. Part loads of more than one commodity or similar commodity direct ex ship shall not be allowed unless the vehicle is tared and grossed over the same weighbridge after loading each commodity.
11. Overtime Expenses.
Receivers shall accept responsibility for the full overtime expenses of superintendents when engaged outside normal working hours on the following terms and conditions:
(a) Not more than one man per superintending company, irrespective of the number of weighbridges operating, The Bristol Superintendence Co. to be considered as one company for this purpose.
(b) Evidence shall be provided by The Port of Bristol Authority of the man's attendance.
(c) The superintending company shall be representing a party or parties interested in the cargo being grossed.
(d) The Port of Bristol Authority shall undertake to debit such expenses between receivers on a pro rata basis, provided that The Port of Bristol Authority is not made a party to any dispute.
Belfast
In accordance with the custom of the port.
All other ports
By mutual agreement.
